My idea is to create an open world with a cops-and-robbers feel to the storyline. What I mean by an open world is your character can move freely in Hell's Kitchen. They can visit anywhere—bars, casinos, nightclubs, police stations, even loan sharks—and interact with NPCs and NPC establishments. Vol. I will centre around a new drug hitting the markets called Kick, an ability enhancer, with inevitable involvements in the market from Mafia bosses and criminal syndicates who always want in on the profits.
Just so happens our characters live where this drug seems to be traded most. Your character's origin story can be as unusual as you want. You might be the result of a laboratory experiment gone wrong. You might be an android or, less extreme, just a human with cybernetic enhancements. You might be an alien from Mars or some other world in the multiverse. Victim of radiation exposure, X-Gene mutation, apprenticeship from the Ancient Ones, deal with the Devil, holder of a magical artefact--the possibilities of how your character acquired their abilities are endless.
Vigilante or villain, the choice is yours.
