Vacuo is located in the center of the vast and harsh desert on the western end of the continent of Sanus. Like with any desert, there are a few oases, but the one of utmost important is the one where the capital was built. It is a large oasis, with lush jungles around, perfect for human and faunus alike to settle in this part.


Also, underneath this desert and mostly barren land lies the largest dust deposit in Remnant’s history. Thus, Vacuo became a very popular destination for merchants and nomads, who would agree to risk their life facing the unforgiven desert, only to arrive in this verdant paradise.


However, these comfortable conditions also bred complacency in Vacuo's people, who had no inclination to develop and adapt as others living in less ideal conditions were forced to. The Schnee Dust company bought almost half of the total amount of dust mines, bringing workforce from outside Vacuo, thus forcing the settlements around the mines to be abandoned, due to the lack of resources, or because of Grim attacks.


Vacuo needed an organised government. And so, the Council was formed, comprised out of three people with important functions in state. A Judge, a well known merchant, and a person that was deemed ‘Voice of the People’. Its role was to unite all the citizens of Vacuo, as to not be easily conquered if any of the outlying kingdoms wished to seize all the dust for themselfs. But, many settlements refused to acknowledge this council, manly due to the difference between the rich that lived in Vacuo’s largest city, and the ones that barely made it day by day.


The council still exists, but it isn’t what it was supposed to be. Many seeing that they had no power, they began doing less than savory things. Many of the faunus, due to the prejudice against their species, accepted the invitation extended by the White Fang, and thus their presence began to grow in this region.


But, the world has a very cruel way to tip the scale. A new faction rose, one that was the exact opposite of the White Fang. These humans decided that they had enough of the faunus, and started to do the same against faunus what the White Fang does to humans. Of course, they are missing the point why the organisation began in the first place, but that’s a story for another time.


Only a few years ago, with the help of their neighbours, Vale, a school for hunters and huntresses opened up. It was named Shade, probably because of the way it stands in the middle of the city, bringing a shade over the city. Or, probably because their influence is greater than the Council’s, thus throwing them in the shade. Just so they won’t lose all power, or fearing a revolt, the Council made Shade and its personnel the representants of authority throughout Vacuo.


Right now, a new class is beginning their first year at Shade. But, it couldn’t be a worse time for them, as White Fang activity has grown, but oddly Grim activity has subsided. Life in Vacuo wa never easy, and it will never be.
