LumaThePhoenix I know this is just a minor detail about your post, but why are there Red Goblin Empire soldiers just chilling in the Imperium?

i think it has to do with the fact that they are chasing her due to her being a former prisoner.

I read that the marketplace was where goblins and other beings could coexist amongst the elves and humans, so I thought it would at least be possible that one or two would show up minding their own business and just happen to spot her by chance. I can scrap it if it's a problem though.

Exactly! Which is why I wanted to know GM input based on the intention. However it seems we have this figured out which is good!
