You still remember.

The doors of the train slide open. The light that leaks out blinds you. As you walk out and compose yourself.

Once again, you lose your sight, to a floating, mechanical robot in the shape of an armored eyeball that took a picture of you. Once your eyes are mended, you look to your right... And to your left.

Yes, the man in the monitor welcomes you. He welcomes you with warm words: "Welcome. Welcome to City 17. It's safer here..."

As you continue to walk, you make note of the people around you. Several men and women with suitcases much like your own. Each one in a blue jumpsuit and an ID number grafted on top of it. The CID; Citizen Identification Number. Yours is 42342, but your name. Your real, human name. It was given to you by your loving mother, and it was...

  • [1.] Write-in.

That's right. But your name doesn't matter to them. They only see you as a force of nature to be kept in check. The men in the white gasmasks. Each one speaking in an unnatural, robotic voice. And in their hand, a black baton with a tip that has several plates of red, copper-colored metal that, with just a click of his finger, will emit a field of high voltage that will leave a burn mark on your body for weeks. And he isn't afraid to use it even for a matter as simple as walking too close to him, speaking too loudly, or running without a good cause.

You look at him, but only with the very corner of your view. You're scared of him. No. Of it. That thing sold its humanity as soon as it joined the Civil Protection. Your statement might not be metaphorical either. Who knows what kind of procedures these things go through?

You look away as soon as his view slides over to have you even remotely in it. You simply move into line and wait for your call to be assigned your district and apartment by the Civil Worker near the table to the side of the station door. Finally, having been assigned your apartment keys, informed how to get there, and having your CID registered to work with the local protection fields, you move out to the Ration Distribution Terminal. Each 6 hours, you can take a meal here. Loyalists, those who submit to the Combine have it better. They get more meals, and each one is larger and better.

You take the ration from the terminal after it scanned your CID card, and you move along. Finally, you walk out through the door and look forward.

welcome_to_city_17_by_voolvif-d8pvrcc.png

The once luscious capital of Ukraine; Kiev, now known only as 'City 17' has been modified greatly. The once beautiful, outright artful buildings are now blended together with a dark, depressing metallic sheen and merged with futuristic, outright alien infrastructure like information terminals, pseudo-TV screens that broadcast propaganda 24/7 and call it news, and sniper towers for Conscript members. In the distance, you see the large Citadel, an alien construct that acts as the headquarters of the Universal Union and where Dr. Breen resides.

And the smell. The vivid stench of burnt gasoline and industrial smoke is so thick in the air you can almost vomit at will from it. And the loud sounds of trains racing to deliver fuck-knows-what to fuck-knows-where is like a grim concert only there to make you realize how pathetic and unknowing of the schemes of the Combine you are. In addition, the terrifying sounds of armored feet moving on the railways above your head don't add well to the visual aspect and fact that you almost can't see the sun because of how much metallic infrastructure hangs over your head as if it was a sick representation of how this shitty dictatorship oppresses you. In fact, it is so pathetic it is almost funny.

You ponder this for no more than ten seconds, then move on not wanting some dickwad CP officer to break your jaw with a hit from his stun-baton. Some of the sadistic fucks enjoy that. They like to hear the crunching sound of bones breaking, but this only applies to the higher ranks. Even you know the recruits of the Civil Protection are nothing but little boys scared shitless because they know they're going to become monsters and can't do anything about it. To become a member of the Civil Protection is to sell your moral values and your own perception of humanity in exchange for rich food and extensive privileges.

The Civil Protection is subservient to the CCA; the Combine Civil Authority. The CCA is also what administrates the Overwatch supersoldiers, the Conscripted Armed Union Forces, and several other minor branches. To make it simple, the CCA is what enforces the law and governs the planet, but they are all subservient to him.

You look up at the screen that showed the old fuck himself. Dr. Breen. You don't know much about him other than that he sold all of our race out to aliens during the 7-Hour War. They rewarded him with leadership. By 'they' you mean the "benefactors," the supposed conglomerate of alien races that almost wiped out the human species in the 7-Hour War.

The 7-Hour War took place a little bit after May of 2001. The armies of the Earth were crushed within 7 hours and almost 40% of the population died during that period of time. Then Dr. Breen managed to contact the aliens and sign a peace treaty, putting himself in charge in their name. It did take a few years before the CCA was formed and the United Nations disbanded, though. Right now, it is 2024, 23 years after the 7-Hour War. Apparently, a few months prior to the 7-Hour War, the event called the Resonance Cascade occurred. Green portals started opening all over the planet and aliens from parallel dimensions started leaking in at random. That's what attracted the Universal Union, or, as the Combine calls them: 'the benefactors.'

You haven't seen many aliens in your life. You've seen a Vortigaunt or two, as well as a couple of Headcrabs. Speaking of which, when were you born again?

  • [1.] Pre-Resonance Cascade. (25+ years of age. You hate the Universal Union by nature.)
  • [2.] Post-Resonance Cascade era. (~23 years of age. Very used to the presence of aliens.)
  • [3.] Post-War era (18-23 years of age. You had the "honor" of not seeing the human governments dissipate with your own little eyes. As such, you are very used to the concept and presence of aliens as well as the Union. You don't exactly have a reference to how life used to be before that, so you don't complain as much. You are also the child of an important person, possibly a Civil Administrator, so you start out a bit better in general.)

Then there's the massive purges and genocide during the Post-War era when the CCA was forming. The CCA is prejudiced as hell. Everyone with major disabilities, like the lack of an arm or a leg, or being too slow were... well, killed indiscriminately. This is because the CCA deemed them "unfit for existence." You hate the CCA for that. They also killed all children below the age of 8 unless the child was one of an important member of the CCA. Then, they created the Suppression Field that spans the whole planet. The thing kills off special protein chains in semen to keep the population in check. Only the most loyal of people are permitted to have children and actually seeing a little boy or girl below the age of 10 in today's society is much, much rarer than seeing an alien. From what you heard, in the late 20th century, humans started to suffer from overpopulation. Even in the shittiest of situations, there are some pluses, even if it means mass genocide.

You hear a cold, robotic voice and a push from behind. "Move along!" You turn your head and see the scary, glowing eyes in the white gasmask. A CP. He must have thought you were loitering. Fair enough. Without a word, you comply and instantly set off, but not too quickly. They hate it when people are running around. They deem it a disturbance of civil order.

You arrive at your new home; the Industrial District, Zone 215, Diordna Hotel. Your apartment is old and rundown, but livable. It'll need some work though...

But this all was what you thought a few years ago. Over that time, you've established yourself a bit better. And you are a...

  • [1.] Normal citizen. You are fairly submissive and obedient of the CCA's official instructions and laws, but only because you don't want to get beaten (or, as they call it "re-educated,") by the Civil Protection. You look for job offers and often participate in work. [Start out with neutral standing with all factions and average stats.]
  • [2.] Loyalist citizen. You are very obedient, submissive, and always listen to the Civil Protection officers. Your efforts were noticed over the time here and you enjoy slightly better living conditions and smaller punishments as a reward. [Start out with 10 Loyalty Points, start out being Disliked by the Resistance, start out being Disliked by the 404 zone Gangs, start out being a bit better at persuasion.]
  • [3.] Non-citizen. You shun authority. When a CP asks you to move along, you begrudgingly accept and then flip him off when his back is turned. When you have a chance to do so with less risk than usual, you break the rules simply because you hate them. [Start out with 10 Negative Points, start out being Amiable with the Resistance, start out being a bit better at combat.]
  • [4.] "Malignant," Anti-citizen. You shun authority to the extreme. When a CP asks you to move along, you begrudgingly accept then throw a tough, heavy rock at the back of his head when he turns around. [Start out with 50 Negative Points, ie: wanted criminal (but not on priority list,) start out living in the 404 Zone, start out being Sympathetic with the Resistance, start out being Liked by the 404 zone Gangs, start out being very good at combat.]
  • [5.] Civil Worker. You submit to authority, but only to make a profit. In exchange for better living conditions, you offer your skills and abilities to the Union and work more sophisticated jobs than just moving trash or picking up tin cans. In return, the Union provides you with better living conditions and greater law allowances (ie: CPs don't get triggered when you run, or have too much medicine on you,) but the Rebels hate you for conspiring with the CCA to the point of helping them indiscriminately. [Start out with 15 Loyalty Points, start out being Hated by all non-CCA factions. Start out with better intelligence and haggling skills.]
    • [5.1] Civil Worker Agent. You submit to the authority, but in secret, you work for the Resistance and supply them with the materials they need. [All above benefits, but the Resistance doesn't hate you secretly.]
  • [6.] Civil Protection Officer. You don't just "submit" to authority. You are authority. You are now the masked man that makes others fear him. Although you're still a low-rank ground unit, you still have more power than you used to. Now, you're the one holding the stunstick. [Start out being a part of the CCA. Loyalty Points no longer matter. Start out being an Enemy to all non-CCA factions. You get to have guns and basic training.]
  • [7.] Resistance Member. You are more than a person that shuns authority. You are literally the anti-authority. Branded a terrorist, you try to overthrow the regime with your fellow Resistance members and provide those in need with the supplies they need. [Start out being an enemy to all CCA factions and with 75 Negative Points; Wanted Criminal, to be killed upon capture or sight. Start out with weapons, contacts, and major experience in surviving in the outlands.]

Note: I didn't include the Overwatch Transhuman Arms and Conscripts because most of them are nutjobs brainwashed by the CCA. At least, low-level Civil Protection Officers get to form an opinion in the back of their minds which lets us develop character. As for what you should pick, I think that the Civil Protection will make for the most interesting campaign.

Now, on your side, there is an armband. A red armband with a white stripe on which there is a bit of black text that reads: "MPF-c17.ind-UNION-05-42342." They all stand for: Type: Metropolitan Police Force -- Urban Location: City 17 - Industrial Sector -- Division: Union -- Rank: Ground Unit 05 -- ID Number: 42342.

Thump. Thump. Thump. Thump.

The harmonic beat of your boots echoes in the corridor built mostly out of industrial concrete. The scantily placed lamps on the ceiling above lighten your way minimally. You can't exactly see the walls of the corridor but you know where to go. Before you and behind you, a row of other units follow. In your right hands, each one of you holds a 40-centimeter long, black, rubber stick with a metallic sheen and several, red copper plates at the end that, with the press of a button will emit electricity.

You step out into the light of a bridge built out of acrylic glass and metal. All of you walk alongside the edge in strict ranks until all of you stop.

"Left face!" You hear a robotic voice and turn to your left, and with you, all the other ground units do the same.

AFA9E6BBEC7E155ED03251EA885D09B5C905261F

Before you stand six other Civil Protection units. There is an Elite Patrol Unit (EpU) that will act as the Commander's right-hand man in helping him pick the right units. He wears heavier, more sophisticated armor than you, and his helmet is made from a much tougher material than your simple, white, plasteel gasmask. In his hands, he holds a rifle made out of black, onyx metal that is clearly alien to this planet and far beyond the technological advancement that humans had in the past. You can tell that just one or two shots from that thing would vaporize your insides.

To his left stand two, higher-ranking 01 Ground Units that were the ones assigned to lead your training courses. And to their left, there stands a row of three Division Leaders (DvL) of the three core divisions: HELIX, GRID, and JURY that will escort a vast majority of the fellow officers to your sides, hopefully including you, back to their separate sub-training courses.

Finally, the man himself arrives.

Wearing an intricate, white gasmask with two filters to the sides, and red glowing eyes, the man's armor looks roughly the same as yours, but with more red than white accents. The way he walks confidently is awe-inspiring, but it may as well inspire fear depending on your views.

He and the Elite Patrol Unit walk from the far right to the far left of the ranks, inspecting each unit and paying attention to every and each one of them. Finally, it is your turn.

"What about this one?" the Commander asks, gazing at you.
The Elite Patrol unit walks up. "That's 42342, sir. A brilliant one. He has a future, at least according to my book," the EpU says, knowing that you did far above-average in the training courses and rose a bit above to be one of the best units of this generation of recruits.

"Oh? We've got a special snowflake? What about him?"
"Yes, let me tell you."

What will the EpU tell the Commander about you? What makes you special?

[1.] Determination. You didn't join the force from some stupid pretentious loyalty -- no, you clawed your way to the top and were honest about it. You have your shit together, more than anyone else to the right and left of you. You made it to the very top through an effort of willpower. [Start out with much better combat skills overall, as well as superior physical fitness.]
[2.] Heroism. You're not just someone. You're Jason Harker. You're that 42342. Everyone knows you. You are the one who saved the City Administrator by jumping in front of him to take the bullet from the sniper. Although the anti-citizen was caught later, the HELIX units rushed to your aid and the City Administrator continued the ceremony the next day with having you stand by his side and praising your commitment. In exchange, you were given a whole 80 Loyalty Points and permitted to be granted any, one wish. It was obvious -- You wanted to continue the streak of duty and become a Civil Protection officer. [Start out being Very Liked by the City Administrator and famous wide across the local city. Practically everyone in the local environment has at least heard of the 42342. You are also more likely to be promoted and given privileges because of pressure from the Administrator. Hell, the local broadcasts declared you: "Citizen of the Year," when you joined the force.]
[3.] Lack of Humanity. You're jaded. No. Outright sadistic. You don't look away from beating citizens, never have. You looked forward to it. Yes, you were excited to get to bash these idiots over the head with your stunstick. It was so satisfying to you that once you almost beat up someone to near-death while laughing like a maniac -- this was of course during a patrol syntax training and the EpU saw you do it, praising you for being so courageous and joining you in the beating. The two of you continued together for a while before letting the citizen go, but he fell unconscious shortly after. [Start out being Very Liked by the Elite Patrol Unit and Liked among all higher ranks. Start out with far better melee weapons and unarmed experience, as well as being much better at torturing. More emotionless and less likely to succumb to things like PTSD, or emotional distractions. Note: You aren't exactly a sociopath, but almost.]
[4.] Wit & Intelligence. You're not even remotely loyal to the Union. Even the EpU knows that, but he doesn't mind it, because he knows just how unlikely you are to go against the Union. He knows how knowledgeable you are and how you care too much about yourself. He praises that kind of cognitive process: 'If you can't beat them, join them,' and decided it made you several whole types of intelligence above other people. [Start out being Liked by the Elite Patrol Unit and start out being much smarter; I will include hints to the outcomes of choices and which ones are likely to succeed as well as much more detailed lore explanations.]

The two look at each other before their sight returns to you.

"Hm. I don't know. It's a hard choice, haha-ha." The Commander looks at you, turning his torso to the sides and observing you from every direction. You don't move an inch. It's hard to tell what you're thinking under that helmet, so you remain mostly without worry. "Alright, how about this: 42342, I'll let you choose any division you want. Go."

What? The Commander himself-- but that's against protocol. No one else seems to care though... woah... "A-Any? Any division I want?" you mutter in an equally cold, robotic voice, distorted by your mask's vocoder.

"Yes, hurry up. I don't want to waste time."

You should think about this, but, the choice is obvious to you. You want to join...

...

[1.] UNION. UNION is the basic, core division, the very backbone of the force. You were a UNION up to this point. Your duty as a UNION member mostly comes down to patrolling, arresting, and other such things. The classic police officer, but with slightly futuristic gear.
[2.] HELIX. HELIX is the medical division. They wear an additional armband with a red cross on it. They are given more advanced medicaments and medical tools other than basic medical gel and bandages in order to heal the units around them, and in critical situations, even citizens.
[3.] GRID. GRID is the mechanical division. They wear an additional armband with a wrench on it. They are given access to tools and implements, as well as mechanical parts so that they can fix city infrastructure (mostly of defensive or military worth,) as well as maintain equipment.
[4.] JURY. JURY is the judicial division. They are easily recognizable from the armband with a crown and their behavior. They are the most heartless and cold of the Civil Protection. They specialize in interrogation, inspection, questioning, and even torture. They are the ones that give out 90% of the sentences to possible malignants and the ones that carry out executions, whether they be public or private.
[5.] SHADOW. Nonstandard division. They wear black skeleton-shaped gasmasks with blue eye-plates and their suits are much more black. Shadow are a spy division and they can go undercover and even go into infiltration missions. Equipped with grappling hooks, cloaking devices, and permitted sniper rifles regardless of rank.
[6.] SWORD. Nonstandard division. They wear red-black fatigues and specially-designed gasmasks as well as better armor. They are allowed for futuristic weaponry and act as the Sectorial Commander's personal elites.

Thump. Thump. Thump.

They wear red-black armor and specially-designed gasmasks as well as better armor. They are allowed for futuristic weaponry and act as the Sectorial Commander's personal elites.
3-4, obviously.

1.

Hmmmm

I am not sure about the division. I want 1. But 6. Is also enticing....

Let's go for 1.

Birdsie Birdsie I'm honestly not interested in this one. Don't really play Half-Life, and I've only got GMod because of peer pressure. Let me know when you make another one, though.

"UNION, I choose UNION," you reply. The Commander stepped back, clearly surprised. His gaze started at you with curiosity, like a steel dagger piercing a small rock...

...

"Hmm, kind of dull, but okay. Welcome to the routine, 04," the man pat you on the shoulder. "You have a great future, don't you? A determined unit in UNION. I rarely see those nowadays." The Commander let go of your arm and stepped to the side, inspecting the next unit. As he passed to your left, you felt the immensity of his aura leave you. You let your shoulders loosen just a little bit in parallel to your mind clearing up. Was UNION the right choice? Well, it surely wouldn't be boring, but now you're stuck doing the dirt work. Well, who cares? The backbone is needed for the body to function.

That was a month ago, though.

Urban Location: City 17, Industrial Sector, District 2, Zone 11

Thump. Thump. Thump. Thump.

A trio of feet marching harmoniously on the street makes citizens step aside and mind their business. A standard daily patrol syntax for you, a hell of a scare for the rest of the world. Leading the patrol was the 02 unit in the middle of the ranks, wielding a hefty sub-machine gun. This seemed luxurious compared that 9mm peashooter strapped to your utility belt. Still, better than nothing.

Holding stunsticks in your hands, the small patrol team of MPF-c17.ind-UNION-04-42342, MPF-c17.ind-GRID-04-51252 and MPF-c17.ind-UNION-02-25551 were moving to fix a broken down security camera in zone 12.

The Industrial Sector is split into 7 Districts, each one split into anywhere from 15 to 25 zones excluding the unique 404 zone that is outside of CCA-controlled areas. Each zone save for 404 zone can be compared to a city block in size. In other words, the place was a hell of a big one.

"So, what broke the camera?" you ask just to break the silence, which was probably okay, considering you were nearing a secluded part of the street where little citizens walked.
"No idea. Maybe it was the lightning from yesterday," 51252 replied, his head hopping in your direction.
"Huh, you'd think that alien metal and circuitry is more durable than that."
"Actually, it's pretty strong. It's just that lightni--" "Shut up you two," 25551 interrupted. "No talking in the middle of the street."
"Come on, we're not even in public view or hearing range."
"I don't care. I don't want a random civvy coming here only to hear the two of you talking about your wives."
"I'm not married."
"Neither am I."
25551 wanted to facepalm, but his mask kept him from doing so. "That's not the point, you morons. The point is that if you fix the damn camera already I'll consider asking an officer to give you both a promotion point for being professional, but this doesn't seem to be the case so far."

Instead of arguing, the two of you simply nod to each other in agreement, knowing that all ranks above 03 are jaded hardasses, and most of them are close to being veterans anyway, with 01's being the prime examples of that philosophy. One does not simply meet an 01 that likes jokes, or humor. At least 90% of them are all callous sociopaths that don't care about your opinion and would kill you just to have some amusement if you weren't in the force.

51252 props up a small retractable ladder and climbs up while you hold onto it to ensure stability. He grabs a few tools and starts looking around inside of the machinery to see what's wrong.

...

A while passes. A few minutes, but no more than three.

...

"Anything up there yet?"
"Yup, but it's weird. You won't believe this stuff. The circuits? Totally cut. Not even burnt by the lightning or anything. Something actually cut them."
"Aww, shit. Just our luck. You think it could be some Xenian alien infestation? Maybe one of those fast parasitics?" Parasitic was a code for headcrab; a type of alien with the ability to attach itself onto the head of a living host, reanimating dead tissue and controlling it whilst also feeding off from it, creating what is essentially a zombie.
"You mean, like... the... what was that strain called again? Jumpers?"
"Yeah."
"Nope, I doubt it. This looks too much like intelligent desi--"

TAT-TAT-TAT-TAT-TAT-TAT!!

A stream of loud, banging and crashing sounds flood the whole area. Before you realized what happened, several bullets grazed you in your right leg, right forearm, and the edge of your head, but the armor mostly protected you from it. Instinctively, you let go of the ladder and took cover behind a concrete wall, whilst unstrapping your USP Match and loading it up.

"Shit," says 51252, taking cover near you. His chest was bleeding. Blood poured out from it like crazy, but he had enough willpower to walk.

You look to your right real quick and see another exchange of the sounds of several submachine guns being fired between 25551 and a bunch of unidentified attackers. "Malignants!" you exclaim, peeking around the corner and returning once you heard another burst of bullets being fired. You peek out the corner again and fire two bullets in the direction the gunfire is coming from, but can't quite discern where they are shooting from. Clearly, it is from a dark alley on the other end of the street, but the complex city infrastructure makes it hard to get a hang of the situation.

51252 takes a small, metallic drone from his back. "Deploying Manhack," he says as the drone extends a pair of razor-sharp rotor blades and begins hovering, before flying around the corner in the direction of the gunfire.

You hear a beep and then a small explosion preceded by gunfire. "Manhack down."

"This is bad, there's too many of them," you press a small pressure plate on your neck, activating your radio. "11-99, officers need assistance. District 2, Zone 12. We're under attack from multiple unidentified attackers. Suspects are armed and dangerous." You click off your plate and quickly take a glance at your datapad, pressing a button to tag your location for any other units. Soon enough, you hear several responses from other, separate teams that are now running in your direction to help you.

What do you do next? 4 AP to spend.

[1.] Peek out and try to discern the location of the attackers. (-3 AP.)
[2.] Fire a few pot shots in random directions. (-1 AP.)
[3.] Try to discern the location of the attackers and fire in that direction. (-4 AP.)
[4.] Tend to 51252's wound, however you can. (-2 AP. -Bandage and Medical Gel.)
[5.] Other. (Write-in.)

4. Because he's bleeding like crazy, it's best if our companion doesn't die also he needs to be able to fire at the enemy as well.

Then we should do 2. At least twice to keep our enemies where they are so they don't advance upon our position.
