Powers
In a nutshell, his power is temporal manipulation. The applications he’s currently figured out and their limitations are as follows.
Speed - Julian can slow down time around him for an effect functionally identical to super-speed. It should be noted that the limits of this speed are 5-10 times human speed, not the “break the sound barrier” fast achievable by some people with true super-speed
Temporal vision - Julian can, with enough concentration, “see through time” to look into the past. He has to be in the same physical location as the event, and it can take him some time to sift through all the events and find what he’s looking for.
Time shifting - Julian can also cause objects to speed up or slow down in time, or freeze them entirely. For instance, a ball thrown into the air and then frozen would hang there until he let it go. It cannot be used on living things.
Weaknesses
Concentration - Deliberate use of Julian’s time vision requires intense concentration, possibly over an extended period of time, and any distractions will snap him back to the present and force him to start over. Time shifting also requires active concentration; though he can do other things while maintaining it, he has to keep some focus on it or it’ll fall back into the timestream. Also, any tampering with a frozen object will generally unfreeze it.
Overstimulation - Sudden bright lights or loud noises, or intense pain, cause his time vision to go into overdrive, making him briefly see several moments at the same time. This can cause anything from a bad headache to instant passing out, depending on the severity.
Personality
Julian is easygoing, fun-loving, and mischievous person. He views life as an adventure, and can be reckless because of it. He has a tendency to throw himself headlong into situations and trust everything will work out. He has a strong natural curiosity, and enjoys exploring ideas, learning new things, or taking things apart to see how they work.
Bio
Julian developed his powers early; he can’t remember ever not being able to focus and slow the world down. Fortunately for him, he grew up with a caring family, who taught him that he needed to hide his power. Still, he’d always loved his powers, and continued to experiment with them in secret. He did all right in school, played a lot of video games in his spare time, and had a tight group of friends with whom he discussed things like fantasy novels and time travel theories. When the existence of mutants became public knowledge, Julian hoped that he’d be able to lay low and stay under the radar. However, his parents had other plans, and enrolled him at the Mutant Academy. Julian was reluctant, not wanting to leave his home and his friends, but his parents were unyielding. Julian did want to understand and improve his powers, so he decided to make the best of it.
