I'm brand new to the site and wondering how I pm someone. Thanks!

When you click on someone's name you'll see a button "Start conversation".
That's how PM are called here

Am i not able to PM new members? It does not show for me.

You should be able to. If you don't see the option it is possible that the user you're trying to PM has privacy settings that don't allow PMs from everyone. It may be restricted to only people they follow.
