We could maybe have this as a training cruise for officers who have been put forward for bridge/command promotions. That way the senior staff are observing the actions of our characters seeing if they make the right decisions while in charge of the bridge and senior staff would take over in an emergency or if someone does something wrong. This way if someone drops out we can just say they failed the program. Also away teams are a great way to handle this plus in Star Trek voyager you get a few missions were they take a shuttle with a senior officer and some b list characters. After a while when we know who is dedicated we can find ways to get ride of the original senior staff.

I do not currently have a suggestion, but I do have an observation. I am a GM in an actual (I mean, played over the table, not written) Star Trek RPG, which I started with the thought that my players will begin on beta shift or with a low rank and slowly work their way up to the top.
It is not working.
The reasons are exactly as you stated: while on the ship, they do not get to decide any important conflicts, do not get to hear diplomatic conversations of the actual bridge crew, and can only solve situations if I have them randomly happen at night, out of the blue. They are only useful on away missions, which I try to have many of, but it is not possible everytime, since there is a meta plot and it wouldn´t work to jump from episode to episode without bridging them on the ship.
If you can avoid having players, who are cannon fodder, please do it! Rather have them play important crew members, if they drop out, then replace them. In my experience, trying to figure out how to get minor characters involved and how to enable them to make decisions without breaking Starfleet rules will drive you nuts.

Hmm this is a tough one. Tell you guys what - I'm going to tweak my decision a little. I'm going to try to do both at once - letting you guys play as relatively junior officers while at the same time putting you guys on the bridge. I could explain it away by having a Captain with a very different style of command compared to the relatively 'elitist' captains we're used to :D I guess it makes sense, considering that the captain is going to belong to a non-humanoid race of real aliens (compared to all the rubber-faces we've been getting XD)

Quick question will the ship be going through a Shakedown Cruise looking for faults that may have led to Voyagers end since they don’t know what happened to it?
If that is the case it maybe even more appropriate for it only to be fairly junior officers. Also as it left in a rush it does make sense that they rushed to fill officer positions with low ranking individuals.

Also when it comes to aliens are we allowed only ones that have been in Star Trek or can we have non canon races so long as they have the feel of Star Trek?

You guys will be able to create your own alien race, or use existing ones. I just don't want to see God-like aliens or something.

It will be a rushed launch, so yes, they'll just pile in anyone who's available, but they won't necessarily be junior officers.

I think I'm nearly done writing up the details of the RP. In the meantime, here's a character sheet for you guys to create a character with. I might make one for the Captain either tomorrow or the day after:

PERSONAL DETAILS

Age:
Sex:
Gender:

Species Details: (If not human nor existing canon species)

Personality:
Summary of Positive Traits:
Summary of Character Flaws:

STARFLEET RECORDS

Specialisation: (Area of profession the officer has been engaged in usually)
Relevant Interests:
Service History:

Condemnations and Forfeitures: (If any)

How do you feel about mixed species?

(I will, just as always, probably end up being a Vulcan, but just asking)

I will be there shortly, currently battling an evil andorian flu or something XD Can we promote it somehow?

Darkraven Darkraven Maybe you should mention/tag everyone who was interested in this in a post so they know the OCC and CS section is up. Also currently working on my own character just taking a bit of time.

I probably won't be able to participate until a bit later (I have a thesis draft due at the end of the month and midterms are fast approaching) but I'd definitely like to take a look! I'm marking this so I can find it later.

We could all play as red shirts in a more comedic game. The jerk captain uses us as cannon fodder for the away missions, and we die constantly, needing to roll up a new character each time. That way there's the constant objective of trying to survive as long as possible. Darkraven Darkraven

I'm not going to make the RP a satire of Star Trek, but comedy has always been a part of Star Trek, so there's always going to be elements of that - I just can't make it the sole obsession of the RP.

I will be starting the RP with at least 4 people, but I'll wait if there are more people still working on their CS.

There we go. Hit me up with any questions or concerns. She's an unusual character pitch but one I made in 2013 for a game that never materialized and would love the opportunity to try her out 'for real'.

So far, we have a science officer and a security officer. Rather than niche stomp the science, I'm open to be a helmsman or ops or engineering for that matter, depending on who else joins. I guess I'll see what other concepts get posted.
