I'd just like to point out that Black Lightning as a character predates Static by a few decades. His early design was the basis for Soul Power, after all.

Black Lightning has been around since 1977.
The character Static Shock was based on debuted in 1993. Static
Coincidentally, they are both from the DC publication.

I actually found Saint Tail when I was on vacation, it was randomly on the TV and watched it for a few episodes. It was okay, I prefer Kamikaze Kaitou Jeanne.
