Faction lore: NCR, Bos, and Legion are much similar too the way they are depicted in Fallout NV except for the following changes: The Legion is smaller and weaker as they have not had such massive growth yet, and have not expanded as far as western Nevada and Utah, that said they are still a formidable force. Weaker does not mean weak for the legion. Also, Joshua Graham is still the Legate of the Legion at this point, with Caesar being the head of the beast. The BoS has not been essentially wiped out by the NCR yet, and are led by the fearsom Father Elijah, rather than Father McNamara. The NCR is about the same, although led by President Wendell Peterson, who was the first to introduce the NCR to the mojave. Details on the other factions below.

Chance's army: Chance, the nightkin general, rules the mighty super mutant army, and unlike most groups, accepts ghouls into his army, after seeing how most humans treat ghouls, despite them being every bit as smart as humans, and in Chance's eyes, much stronger. Ferals are not accepted, however, and are typically captured and put in cages, as a contingency against an overwhelming force. Chance believes that if his army can take over the fort, they can gain a foothold in the mojave, as well as a decent staging ground against the legion, plus the added benefit of whatever is in the fort (Chance's information suggests the drugs that may have kept the most powerful super mutant ever alive.), a war on two fronts, won thanks to the fist area they take from the legion.

Reapers: The reapers are much like your general raiders, just very large and not afraid of hard labor and civil work. They raid the wastes for drugs, guns, ammo, and wanderers willing to join up, or potentially, people to kidnap and force into their camp, known as 'refugees'. In their lands, they farm, they educate and train, and those who manage an education make as many medicines and drugs as they can. Problem is, recently a massive attack left the reapers virtually homeless. They never admit to where they originally came from, but theories are that they could have been in Mexico, the Mojave, or even from southern Canada. Needless to say, they come from a rather far away place, and if they don't find a home soon, they could easily die out. They have come across Colorado, seen the fort, Denver, and many areas around. The fort looks promising, and who are these Legion jackasses who think they own it, anyway? In the reapers eyes, the fort should be theirs simply because they don't have a place to go.
