"Growf!"
On March 17, 2028 a falling star slammed into the Earth in the middle of a tent city located in Los Angeles. It vaporized in a pyrotechnic display leaving nothing behind. Hundreds of homeless were in the vicinity of the blast. In response to the emergency the National Guard was activated and an emergency declared.
Soon the official story was released. The meteor had been of a variety similar to the superbolide meteor such as the Tunguska event or Chelyabinsk meteor, but much smaller and less destructive. There were government scientists everywhere searching for fragments. But soon rumors about spy satellites engaged in biowarfare research in space surfaced. These the government categorically denied. Conspiracies sprang up on the internet about the government abducting victims.
Characters
Some of the homeless residents have indeed begun to evolve, developing powers beyond reason. (No magic here). Think along the lines of The Boys but not active all the time. In fact, use of the powers is killing the victims in much the same way Temporary V was killing the Boys or use was killing Charlie’s father in Firestarter.

You may also run government agents, mundane humans without powers. (Not every resident of Tent City was affected.)
Disallowed Powers
I have a short list that will be disallowed. The main reason for this is that these are either difficult to be roleplayed logistically, or break RP’s.

Plots
Some plots will be GM generated. Most will be Member generated with GM responses. Suddenly having powers won’t put you in a home. Abusing powers could be criminal and kill you.
