Help designing codes!

hello! hopefully i'm in the right place to ask about this ^^""

Even though I still don't know much about coding, ( I just edit the freebies :''D) I have grown curious about the design.
I've seen that, apart from the coding, people also previously design the layout (for example, when asking for a code request).
So my question is, where do people design these? I'm sorry if this has been asked before but I'm really curious and would like to play with some things myself (even is it is not interactive like a code) !

any editing software would work, but most that i know use canva for their mock-ups bc it's accessible + most google fonts can be found on there too ( ˙꒳˙ ) there's also adobe xd if you'd like to see some code out of it, but i've personally never used it and iirc the final output code isn't completely ideal!
