Personality:
Decessus is ominous mainly due to his silent nature and general look, being 8 feet tall but with an extremely thin body. He rarely lets his emotions get out of hand and simply does what needs to be done before leaving. Decessus is typically seen alone with his murder of crows that always follow him, not usually needing much to kill hundreds of innocent people. Of course he does band with other demons if he is required to but otherwise he is seen alone. Despite the impracticality of rules Decessus always has three he follows, the first rule is to never show himself to his victims, to never lie and to always follow the orders of the demons above him to the best of his ability. He shows little to no mercy when decimating towns and villages with diseases and crows eating their food supply, preferring to have others die a slow and painful death over a quick slash to the throat or heart.
History:
While deep in Hell Decessus' main purpose was to punish lower demons that didn't follow orders made by those above them, effectively doing so with numerous unpleasant diseases. As he continued with his duty he slowly gained power, allowing him to cause more and more suffering. Once he was allowed onto Earth's surface he started off small, taking out only tiny settlements and parts of villages. The main reason for this was simply for his entertainment. However due to demons above him disapproving his lack of contribution to helping their cause Decessus started taking out towns and villages, occasionally helping out other demons for cities.
Weapons:
Decessus' cloak is made of his own feathers, and although it isn't exactly amazing at defending him from weapons it can deflect some direct magic (e.g. a fireball, water bolt). His helmet is made out of an extremely durable metal that mainly used to show his position, but it also helps him conceal his actual body and protect his head.
Skills:
Medical Knowledge - His main goal is to kill others with illnesses, which does require quite a lot of knowledge on medicine to be able to do effectively.
Master of Stealth - Because one of his rules is to not be seen by his victims he had to learn how to get around towns without being spotted.
Master of Plague Magic - After a couple millenniums one does become better at the magic they use almost everyday.
Magic:
Plague Magic - Decessus can infect life and contaminate things with a massive variety of symptoms and such.
Crow Control - He always has a massive murder of crows that follow him. He can control them to do certain actions and can spy through one's vision to see what is happening there
Transformation - Decessus himself can turn into a crow. The only way one can tell him apart from other crows is that he is almost always the first crow to appear in a place before others appear there as well.
Abilities:
Flight - If really needed Decessus can use black wings (not seen in the face claim) that are on his back to fly. However he prefers not to use them in preference for his other form.
