Outdated Technology - the country lacks an industrial center to produce the latest machinery and finished goods. This obviously extends to its military capabilities as well. The NRA, although massive in terms of numerical strength, can be described as a 19th century army.

Recently Occupied - devastated by war, the current population suffers widespread famine and economic uncertainty.

After some digging, it looks like the 3.8 million includes communist forces as well. "Still, by 1945 Chiang commanded an army of 2.5 million men, including thirty-nine divisions equipped and trained by the United States... By contrast, the Chinese Red Army numbered perhaps 900,000 full-time soldiers..." (A Military History of the Cold War, 1944-1962, page 143).

As far as population, in 1942 the UK's Ministry of the Interior cites a 1938 census estimating 270 million people under the nationalist government. That's the closest I can find.

Cons [What your nations lacks]: Stability, and a lot of it. The Regime won't be here for long, and cares little for what needed from it. There is also a lack of a substantial force in the area, too.
