The Morgana Circus is a travelling circus and moves around the country to avoid detection and the law especially since they engage in human (and non human) trafficking and slavery. They tend to kidnap their victims and force them into indentured servitude especially non-humans who are already alienated in the world. They collar them and if they can earn enough money they are free to go however they will never be able to earn enough, the circus owner ensures that's the case. Moreover the audience also helps decide the fate of the circus performers as usually they want to see the reaction of pain, or beatings or sometimes a siren song from the newest attraction - the mermaid. Daily beatings are a part of life here where there is no escape - only despair.
