Are we allowed to create our own subfactions? I had in mind an insurgent/rogue military type free planet sub-group.

Cultures related to the planets, government, or the Empire/Free Cities/Imperium are off limits. You can come up with cultural aspects relating to a species as long as it does not interfere with anything I listed! If you have any concerns you can send it my way via PM for corrections or advice
