Most art threads can be found in the Creativity forum, and you can use a prefix there to denote what kind of art it is too. There's also the Gallery section, which holds all the pictures that people upload outside of threads.
As far as a new, separate forum, probably not at this time. The way it works is, when we see that a particular prefix is taking over the forum it's in, we start thinking about giving it its own. That's how we got the Video Games and Anime & Manga forums -- they used to be just prefixes in General Discussion, but there were so many we realized they could really use their own forum.
