Some beings wish to forget who they are. They wish to start again, cast off the shackles of their identity, claim a new shell. For those, the city will reveal itself. How it exists, where it exists, and what caused it to exist, is unknown. It is known by many names; some call it Elysium, others know it as Diyu, and few name it the end of the world. But most know it as Deadlock, the city where anything is possible. The city where the worst of sentient life gathers, with their past completely erased. Blank slates harbouring the scum of the universes. Plus a few interdimensional monsters.
The entrance to this city that exists out of time and between dimensions only appears to those who wish to truly be reborn. To those who pass into Deadlock, they attain abilities that go against the laws of this universe, abilities influenced by what the individual has absorbed; some assume the powers of fictional characters they like, others gain brand new powers. As such, Deadlock is ruled by one thing. Power. If there was once kindness in this city, it was eradicated long ago. Lawless and ethereal, Deadlock is a haven for gangs and other criminals and mercenaries. Only now, these ruthless crime lords hold devastating powers in their hands. The city is locked in a perpetual war between the many dozens of gangs that call Deadlock home, a war known as the Zero Hour War. Zero Hour, an ironic name for the war that never ends. It is truly paradise for the ruthless and the murderers. No consequences, no law, no true power to bow to. All it takes to succeed is a gun, mastery over abilities, and a little bit of luck.
Those who occupy Deadlock but do not affiliate with any gang are, of course, the mercenaries. Guns for hire, the elites of which are hired by gangs for aid in the Zero Hour War. The truly deadly mercenaries are true killers, some half insane and others professionally cold. And sometimes, mercenaries band together to form a new gang. Those comprised of elites immediately become a force to be reckoned with amongst the other gangs.
This all leaves the city in constant peril. If left completely unchecked, Deadlock would crash and burn at the hands of the scum of the universes. Realising this, a secret group was established to address this issue and to deal with any problems that threaten Deadlock and its inhabitants. This group, known as DJINN, is composed of extremely powerful ability wielders that use these powers to quell any large scale threats to Deadlock while remaining mostly uninvolved with the Zero Hour War and the gangs. The sorts of issues they face involve the ‘dissolution’ of elite gangs considered too powerful, defeating powerful interdimensional entities that threaten the entire city, controlling particularly violent skirmishes between gangs, among others.
Deadlock harbours many secrets. DJINN seeks to unearth and defend them. With its members not getting along all the way down the road.

Okay, exposition dump out of the way. Like the title suggests, this rp was inspired by Kekkai Sensen and will be hosted on Discord. The character sheet can be found on the Discord, and I won't list off any rules since I'm sure you've all heard them a thousand times.
