"The Solar Empire"
Human Empire aka Home
Despite what the name suggests, we actually don't have an emperor, and the official name would be the Social, Democratic and Parliamentary Confederation of the Republics of Earth and the Planar Colonies. Commonly it is referred to as the Solar Empire though, including by non-human alien legislations and monarchies. The truth is that the system is very very intricate, complete with higher and lower presidents, partial monarchies, and even military and alien leaders meddling into the political scene. Entire studies could be made to fully understand the political scene of this world, but sadly that time isn't available, therefore I shall leave it at a small excerpt that will get the general idea across.
- Lower Senates and Presidents -
Each planet, and sometimes even colony has their own senate and presidents, which rule over their assigned territory, but are limited to a constitution and an unwritten moral socialistic/democratic idea. They are kept in check by the High Senate directly, as their president is part of it, but are also controlled by outer institutes and internal institutes. The senators are picked directly by the public, and can be anyone, even from the common people. Each runner up candidate is given an equal amount of advertising space and time on different media, including the holoviews. Sometimes there will be a bit of cheating with richer candidates bribing into more airtime, but in general the colonies uphold the equal television time.
A strange thing is that in this system the candidate does not need to be human, there can be contested by any allied or integrated alien race, though it will be harder to get votes because of prejudice amongst the people. Lower senators choose a president every three years, with a limit to four total terms, even when broken up. The senate is of course democratically chosen by the inhabitants of a planet, but the president also has to pass a popularity check, though it does not happen often, the public can vote in disagreement with the Senate and reject the chosen president.
Distant colonies that aren't kept as clean and democratic as should be sometimes fake this vote though, even if there are harsh crackdowns on this practice. Some would say that a few colonies would apply for the term "dictatorship" or "second range politic system" and are looked down on immensely. Sometimes the higher senate decides to send military forces to these colonies to assure a fair vote is held. A few times riots have led to overthrown governments, but in recent decades this has rarely happened, with only three or four colonies.
- The High Senate and President -
The High Senate is made up out of all the Lower Presidents, which are in that function called Planar Representatives, and no longer Lower President. This High Senate chooses a new president every two years, with a limit to three consecutive terms, but exceptions have been made in times of war with alien forces. In the current system it can and has happened that an alien gets voted the High President, though the majority of the senators and Planar Representatives are human, up to 90-99%, depending on the year. This could also be seen as a part of human and alien races are getting closer together in a single unity, which is further aggravated by the many intertwined alliances in our part of the solar system.
In the current political system, there hasn't been an interstellar or interplanetary war amongst the allies for nearly three centuries. Of course hostile exterior forces have been reckoned with and assimilated, sometimes even exterminated, but if there are any left, they are in hiding, as for now the Solar Empire and her allies are an unstoppable, all-consuming force.
Some are sceptic of the system and immense firepower that humanity has gained, with reason, and the extermination of some alien races has been the point of discussion and argument. To prevent such things from happening, all alien races have first to be noted and studied, and there has to be a 70% or higher vote in favour of extermination and the declaration of total hostility and inability of assimilation of a race. For the last five decades no race has been completely exterminated, although some have been forcefully assimilated and scattered from their homes. It is argued that such things simply happen when a force of this power exists, and that it can't be prevented by neither the senators nor the president.
