Shunned and ostracized by society for being against the secretly corrupt heroes enamoured by the public, a ragtag band of former special agents build a base on a small island and unintentionally become the new supervillains of the world. Always trying to be a step ahead of those they try to fight, many well intended feats become perceived as heinous crimes. Or the simple recklessness of their actions make them unintentionally evil. Some are in fact evil but not out of the classic reasons.
They start small but soon gain henchmen and become more notorious with each activity. They named themselves the Union of Skulls and conveniently the island where their base is at is called Skull Island. Each villain is sort of an oddball, but each is a genius in their own way.
Skull Island: Skull Island is a small island in the south Atlantic. It is around 10 square kilometers in size and was up until it's purchase uninhabited. The villains bought the island for merely a couple thousand dollars. So far they built a small port for a couple dinghies and small boats within a sea cave in the cliffs and they built a small base with sleeping quarters, a kitchen/dining area, a conference room, a supply room, a lab and radar. Outside there is a shooting range and an area for general training. So far their resources are only enough for this and their main source of income is from a frozen yoghurt franchise which is oddly enough named "Skull Island Frozen Yoghurt".
Characters: When you make your character, it can be something more of a retro secret agent film villain or you can make your villain/antivillain really cartoony.
Tech: Tech is a mix of cyberpunk futuristic, retrofuturistic and secret agent gadgetry. So shrinking rays can be possible, volcano powered generators, sleeping gas in pocket watches etc.
