Not possible, I'm afraid. Transforming into a lich in the Elder Scrolls series is a self-affecting process, a conscious choice made by whoever's performing the ritual to try and separate their own body and soul. It can only turn the ritual caster into a lich.

That wouldn't change the later fact that he'd have to go through years' worth of learning minimum to do before becoming a lich, the apex of undeath and necromancy. If he tried as a kid, it'd likely fail and kill him.

You could be an adult high elf and still not have to serve the Thalmor. Not all high elves agree with them, you know. Plus, being a child means you'd likely have to start your path of magic (since you wish to be a necromancer) from the very beginning, making it a very long path to the lichdom...
