As far as we know, the Star Wars universe doesn't have an equivalent to the Geneva Conventions therefor, everything the Republic does is legal.

Realization: Zootopia is extremely similar to Artemis Fowl. Or, at least, Nick and Judy's dynamic is (that's their naked right?) Think about it, you have the straight laced female cop who faces discrimination in the workplace and the clever thief who's really good at what he does. They don't like eachother at first but then have to team up and actually start to like eachother. The only difference is Nick isn't rich like Artemis is.
