You should think of your story like a play. A play generally has five acts:

1. Establishment of the status quo. What is your world like when it's in its natural state? Take some time to build your world and give the reader an idea of the rules of your world.

2. The inciting incident. Something happens that throws your world out of balance...

3. The climax. This is the moment of truth where your protagonist faces their deepest fear. Generally they overcome it and reach...

4. Resolution. All the parts of your story should come together and all (or at least most) conflict should be resolved in a satisfying way.

5. Last is the reestablishment of the status quo. Explain how the events of your story have changed your world and your characters.

From there you can break your "acts" into "scenes." For each act, write down each major scene or action you want to happen, like this:

Act 1
- Scene 1 - Establish the character's hometown
- Scene 2 - Establish the protagonist's lack of ambition but desire for something more
- Scene 3 - A wizard appears
