    I don't, but that's solely based on issues of race and issues of if the upper-class is based on education AND controls education that sounds like a recipe for an dystopia novel and I'm out

    that´s true. But education is also the best system there is to determine competence, although it is quite true that it is far from perfect, in particular at it´s current memory-based state
