Just re-read your first post and I think some things need to be clarified. Katsu can't have memories of life before death, because if he does he pretty much becomes a phantom.
He can only have afterlife memories.

The idea being that the grief and trauma of the memory would pretty much turn him into an evil/vengeful spirit/phantom. If he Katsu gets named by a God, the memory is sealed in his name and considered the God's greatest secret. It's part of Noragami's lore.
