I know for a fact who Xel's Servant is, and I'm certain they aren't as strong as everyone thinks since moderns servants are usually weaker, so a gunshot wouldn't be an insta kill.

Yup that's the case. Modern heroic spirits who use weapons I believe that are past the 1800's barely classify as spirits, and are much much weaker because they have had less time to be worshiped. Heck, as much as I love Billy his bullets were shown to be dodgeable.
