Anyone can do supports with anyone else's char. Though, until they have "unlocked" in the rp, these supports are just here for fun and hypothetical reasons. Until, characters have managed to achieve these "supports" in the rp, these supports are not "canon" to the rp. Not yet, anyway. They must be gained within the rp.

Further Clarification
Anyone can do any support with any character (between two people's char's (Even between your own if you want)).
As for how many can they have? Eh, to make it simple, I think they can have as many As as possible, really. I dont see why not.
Supports are mostly for fun (and to establish ships haha).
As for S (or A+) supports, each person can have only 1. (Unless.. somehow it makes sense they dont? (Dont see how that makes sense, w/e)).
But, you can still "rp" out the S (A+) supports for anyone/everyone, if you want. I don't mind/care. Just to have them up for viewing fun.
As for how supports are acquired to be "canon"? Well, yes, our characters would need to interact first, and probably have like a couple of conversations (like two posts of people interacting), and experience a battle, or two together. Between each support. (Maybe a battle where two characters specifically partner up for it), could lead to "gaining" a support right after it.
As, for how the supports work? Well, they're just like the games. The support topics can be about anything, and they can happen whenever. So, it's not really any different there.
