When Pandora's recovery teams were sent into the ruins of Kansas City immediately following the appearance of Subjects Omega and Alpha there, upon entering the downtown area of the city they suddenly began to report the discovery of extremely high numbers of survivors being found. This was something unprecedented from other appearance sites, and was immediately looked into more carefully. When some of these survivors were extracted from where they were found, they suddenly collapsed, very clearly dead, their bodies going from miraculously unharmed by the devastation to completely broken and mostly crushed in a matter of seconds. Further recovery of survivors from within the city was halted. In-depth examination of the survivors and the bodies of those who had suddenly died revealed that the survivors within the city were not what they appeared to be. They were all already dead, just as the ones who had been moved away from the city had been before they had suddenly returned to the states they had first died in. More interesting was that when the dead bodies were brought back into the city, they reverted back to their perfect condition and became animated once more, for all appearances returning to life.
The majority of the reanimated persons within the city appeared to have been killed as a result of Omega's destruction, but there were also the more typical, if that term can be appropriately used here, kind of survivors: ones who lived through Omega to be changed by Alpha. The power that animated the city's dead also had the effect of keeping alive powered survivors whose abilities' would have otherwise killed them. Multiple survivors possessing danger level 5 abilities forced a full retreat out of the city. As removal of individuals from the city only caused their death, and now with knowledge of incredibly powerful and dangerous, unkillable individuals also within the city, Pandora suspended all recovery efforts into Kansas City.
The United States government declared Kansas City off-limits, with the official story being the appearance of a danger level 5 short-lived survivor whose ability had irradiated the area, and entering the area was forbidden as to do so would be deadly. At that point Pandora's involvement with Kansas City was minimal, and much of the details of what occurred within the forbidden area were kept secret from the organization. Shortly after the area was declared off-limits, a snow storm came to the destroyed city, all evidence supporting that Snow Day entered the forbidden area. A week later supplies began to move into the area. What had been downtown Kansas City was rebuilt and changed into what became known as Elysium, the City of the Dead. Its area is very small compared to the city that Omega had destroyed, but when considering that every one of its occupants is animated by a single survivor's ability and how incredibly potent such an ability is, the area it is able to cover is truly massive.
Since construction of Elysium completed a perimeter wall has also been constructed, and supply vehicles regularly come and go from the city.
