Cool. I’ve been considering some different avenues to explain the character’s presence. All require a little bend in the lore category, so I figured I’d put ‘em up here and see what people preferred.
1) Probably the most invasive, this path has some Air Benders that survived Sozin’s massacre, but grew fearful of continued attempts to wipe them out, so they abandoned elements of their culture to live in secret. In current times, they live in isolated places with deep distrust of the outside world, Fire Benders in particular. Character would be a young bender who wants to see the world and finds the current mess.
2) This path looks at the idea of Air Benders being awoken by the Harmonic Convergence. The idea is that some people have the capacity for Air Bending, but require a proper spiritual connection and/or encounter to awaken it. The character would be one such individual who came in contact with a powerful spirit that caused the awakening.
3) Perhaps the one with the least ripple effects is the idea of the illegitimate child. The child would be the offspring unknown to Tenzin of an Air Bending bloodline. Based on the characters involved, I don’t think that would happen with Aang or Tenzin. But, Aang has two other kids that, while not air Benders, could still carry the potential for it. And of the two, the one that I feel fits the situation best is Bumi.

I actually prefer one of these two "more ripple" type. Even go for the second one as I think we need an expert on the spirit side of things. I say expert as far as actually interacting with one. Alternatively one of tenzin kids is still possible as well, by the time of the story the would be at least mid teens.
