It is still illegal.
And sound bending is pretty simple. You can basically manipulate sound, you can change existing sound or create new noises. It can be used to mimic the sound of an explosion, footsteps or a door opening, practically anything that is audible. It can also be used to replicate voices or deafen opponents.

Just know that being in close proximity with someone that has it is bad.

Edit: So having a wall between you and them is something you'd want. A glass wall would be ideal if you want to talk with one.

We were kind of jerks and didn't wait for ya, so now it's hard to do that organically. You may actually just have to make your character just "show up" somewhere. Kishi is a healer so maybe she can help diagnose the crazy lady at the police station. I haven't seen the other character yet, but they could show up at the tea store. Just guessing you don't want them to meet Ikka this early.
